During this period, the Russian rulers proactively invited foreign experts to their country, primarily from Europe but also from Asia, with the aim of facilitating the transfer of technology and expertise. In this regard, they were open to seeking solutions beyond their borders to address domestic challenges. Simultaneously, Russia directed its gaze westward, seeking military weaponry and techniques while expanding its influence eastward into the Eurasian heartland. The ruling elite, as well as the broader ruling class, worked closely with the ruler to implement policies.
