- More about AI Development and the 'Fuzzy Logic' of Chinese Cyber Security and Data Laws
The book explores how Chinese cyber and network security laws and policies impact entrepreneurialism and innovation in the AI industry. It highlights the contradiction between data localisation laws and AI innovation, citing the increasing use of open-source platforms by leading Chinese AI firms. The Cyber Security Law was drafted with a fluid and flexible interpretation of data-related terms to support Chinese innovation.
Format: Paperback / softback
Length: 422 pages

The book delves into the intricate relationship between Chinese cyber and network security laws and policies and the emergence of Chinese entrepreneurialism and innovation. It specifically examines the impact of the contradictions and tensions between data localisation laws, which are part of Network Sovereignty policies, on the development of artificial intelligence (AI). The book conducts a comprehensive survey of globalised R&D networks and highlights how the increasing use of open-source platforms by leading Chinese AI firms during 2017–2020 exacerbated the apparent contradiction between Network Sovereignty and Chinese innovation.
The drafting of the Cyber Security Law, however, did not fully account for the evolving nature of globalised AI innovation. It is argued that the deliberate incorporation of fuzzy logic in the drafting process of the Cyber Security Law allowed regulators to interpret key terms related to data in a flexible and fluid manner, thereby benefiting Chinese innovation.
The book sheds light on the complex dynamics between regulatory frameworks, technological advancements, and economic growth, offering valuable insights into the challenges and opportunities faced by Chinese entrepreneurs and policymakers in the rapidly evolving AI landscape.
