The Triennial's title, "Transforming Cultural Policy in Eastern Europe: The Endless Frontier," was inspired by Vannevar Bush's essay on cultural wars by Eglė Rindzevičiūtė (2021). In addition to the texts, the reader includes photo documentation and information from exhibitions and events presented across Vilnius, including the Contemporary Art Centre, Atletika, Autarkia, Editorial, Lithuanian Artistis Association, Rupert (hosted by Tech Arts), and Swallow.
