This book aims to shed light on the divergent trajectories of nationally mandated participatory institutions by highlighting the powerful and lasting impacts of their origins in different policy-reform projects.

Mayka contends that participatory institutions take root when they are bundled into comprehensive policy reforms that challenge the existing status quo and mobilize unexpected coalitions in support of participatory institution-building. In contrast, participatory institutions created through reforms focused on deepening democracy are vulnerable to dismantling and marginalization by entrenched interests.
