For centuries, children have been separated from their birth parents for various reasons, leading to their placement in the care of the state, voluntary societies, other families, or employers. The origins of this book trace back to Rosemary Steer's extensive study of the lives of over 300 children who were placed in the care of a charity in the village of Dickleburgh in Norfolk, initiated by the Rector's wife, Mrs. Louisa Brandreth, in the 1870s. This book expands the examination of children in care nationwide to encompass the primary era of the Poor Law Amendment Act (the new poor law) from 1834 to 1929. Drawing upon a diverse array of sources, including contemporary social commentaries, inquiries, poor law records, charity case files, court records, newspapers, parliamentary inquiries, census returns, parish records, and personal accounts, Rosemary Steer provides a comprehensive account of the various provisions and delves into the lives of some of these children, both during and after their time in care. While research into the care of pauper children has typically been anonymized, Children in Care includes examples of named children, allowing us to hear their stories through numerous case studies, sometimes in their own words or those of the adults who had charge of them. It is unlikely that many of these pauper children would be featured in any other study, except perhaps individually within the context of family history. Consequently, this book also serves as a valuable means of highlighting the lives of some of society's least regarded individuals.
