In response to a more competitive global landscape, Chinese reform has undergone a significant shift, moving away from its previous emphasis on economic liberalization and political decentralization towards a more tightly structured, centralized form of state socialism. The Party-state's vigorous fiscal response to the Global Financial Crisis (2008-2009) has left the country with a much-improved infrastructure and a heightened sense of national self-assurance. The more monocratic central leadership has intensified its efforts to combat poverty and pollution, promote technological innovation, and simultaneously uphold ideological consensus, political loyalty, and anticorruption. This has occurred amidst an international backdrop characterized by slowing trade and nationalist pushback against globalization, notably including bilateral Chinese-American polarization. While China has been a steadfast advocate and beneficiary of globalization, the emergence of trade war decoupling has sparked a movement towards economic and technological self-reliance. Turning inward, however, competes with a rival impulse for more vigorous engagement with the world. This is most prominently exemplified by the Belt and Road Initiative, which has driven massive infrastructure construction across Central Asia, the South, and Southeast Asian maritime periphery. Despite slowing growth and a significant debt overhang, China's swift recovery from the COVID-19 epidemic has positioned it in a relatively strong economic position.
