Secondly, it highlights the multitude of different security actors within and beyond the state, leading to various patterns of cooperation and contestation within reform programs. Thirdly, it explores how the multiplicity of norms and actors further complicate efforts to build peace or, as complexity theory suggests, influence the complex and non-linear social system that characterizes conflict-affected environments.
