  • More about COVID-19, Public Management, and Survival of East European Democracies

COVID-19, Public Management, and Survival of East European Democracies examines the development of democracy in fourteen states of Eastern Europe, with a focus on the distinction between the Baltic and East Central European states in the north and the Balkan states in the south. It reveals that a participant political culture was more developed in the north, and important measures of democracy and election results during the COVID-19 outbreak demonstrate and reinforce these distinctions. Additionally, public administration problems such as corruption, accountability, trust, and the number of deaths from COVID-19 were more pronounced in the southern states, and the rise of populism and authoritarianism injected severe challenges in the midst of administrative preoccupation with the virus's harmful effects.

COVID-19, Public Management, and Survival of East European Democracies: An Analysis of Democracy Development and Challenges in Eastern Europe
Introduction:
COVID-19 has had a significant impact on the public management and survival of East European democracies. This study focuses on fourteen states in Eastern Europe, with an emphasis on the distinction between the seven Baltic and East Central European states in the north and the seven Balkan states in the south. The study examines the development of democracy in these regions, with a particular focus on the participant political culture as the anchor of democracy.

Democracy Development in Eastern Europe:
The political history of Eastern Europe reveals that a participant political culture was more developed in the north than in the south. Key events such as the fall of the Berlin Wall, the collapse of communism, and the transition to democracy in the 1990s were more successful in the north than in the south. This was due to a variety of factors, including a more educated population, a more developed civil society, and a more open political system.

Election Results during the COVID-19 Outbreak:
The 2020-2022 period of the COVID-19 outbreak has demonstrated and reinforced the distinctions between the two regions. Election results during this period show that the north was more successful in containing the virus and implementing public health measures than the south. This was due to a variety of factors, including a more effective government response, a higher level of public trust in the government, and a more robust healthcare system.

Public Administration Problems:
Public administration problems such as corruption, accountability, trust, and the number of deaths from COVID-19 have characterized both regions but have been more pronounced in the southern states. The rise of populism and authoritarianism has injected severe challenges in the midst of administrative preoccupation with the many harmful effects of the virus.

Conclusion:
COVID-19 has had a significant impact on the public management and survival of East European democracies. The study reveals that a participant political culture was more developed in the north than in the south, and that election results during the COVID-19 outbreak have demonstrated and reinforced these distinctions.
