  • More about Crisis and Change in European Union Foreign Policy: A Framework of Eu Foreign Policy Change

This book investigates how crises produce changes in specific European Union foreign policy areas and how we should conceptualize these policy changes. It adapts the existing theorizing of foreign policy change to the EU context, provides a novel analytical framework, and develops a typology of EU foreign policy change. It explains the decision-making process leading to policy change and the variation in change outcomes. It also suggests two forms of EU foreign policy change, symbolic change and constructive ambiguity, which are frequent and important outcomes of the decision-making process.

This book offers a novel analytical framework to investigate how crises shape specific European Union (EU) foreign policy areas and how we should conceptualize these policy changes. By adapting the existing theorizing of foreign policy change to the EU context, Ikani provides readers with a comprehensive toolbox to understand the process of change and measure the outcomes of such policy shifts.

The framework is developed through an in-depth examination of two significant EU foreign policy change episodes: the Arab uprisings and the Ukraine conflict. It is further tested in three recent cases of EU foreign policy change following crises.

The volume presents a novel typology of EU foreign policy change, advancing the fields of foreign policy analysis, public policy studies, and International Relations. It sheds light on the decision-making processes that lead to policy change and explores the variations in change outcomes.

In addition to offering timely and empirically rich accounts of five recent change episodes, this book contributes to the literature by proposing two forms of EU foreign policy change: symbolic change and constructive ambiguity. Unlike previous arguments, Ikani argues that these forms are frequent and significant outcomes of the decision-making process in the EU's foreign policy domain.

By providing a comprehensive and nuanced understanding of how crises shape EU foreign policy, this book offers valuable insights for scholars, policymakers, and practitioners interested in EU foreign policy dynamics and crisis management.
