Recognizing the critical importance of addressing this issue, the Roadmap proposed a comprehensive transformation plan for public universities. The objective was to turn them into vibrant, 21st-century dynamic universities that were well-equipped to meet the country's critical needs. To achieve this, the Roadmap outlined a series of strategic initiatives, including the development of new curricula, the integration of technology, and the promotion of research and innovation. Furthermore, the plan emphasized the importance of promoting diversity and inclusivity within the university system, ensuring that all students, regardless of their background or socioeconomic status, had access to quality education.
