It reveals that opportunity structures within the EU have been conducive to successful climate-progressive policy entrepreneurship at several pivotal moments, although not consistently. In contrast, the ASEAN governance context offers limited avenues for non-elite interests, making it exceedingly challenging for policy entrepreneurs to advocate for substantial policy changes in the face of influential domestic veto players.
