Romana is lost to the Time War, but Leela and Narvin continue to fight for survival. A resistance group is caught between Rassilon's fury and the Dalek Emperor's madness, and they have a desperate plan to stop the conflict. On Gallifrey, Livia and Mantus are at odds, seeking to protect themselves as Rassilon's grip tightens.
