Leaders of hybrid regimes, driven by their pursuit of political domination and material gain, exploit both covert forms of corruption and public anti-corruption policies to further their objectives. Corruption serves diverse purposes, ranging from cooperation with strategic partners to the exclusion of opponents. Presidents utilize anti-corruption measures to legitimize and institutionalize their political dominance. Corrupt practices and anti-corruption policies intertwine, creating a complex dynamic where they are employed to maintain an uneven political playing field. This study employs a combination of empirical analysis and social constructivism to investigate the presidencies of Leonid Kuchma (1994-2005), Viktor Yushchenko (2005-2010), and Viktor Yanukovych (2010-2014) in Ukraine. It involves exploratory expert interviews, press surveys, content analysis of presidential speeches, and a critical assessment of anti-corruption legislation. By comparing and tracing the utilization of corruption under these three Ukrainian presidents, the study sheds light on the intricate dynamics and strategies employed by leaders in hybrid regimes to consolidate power and enrich themselves.
