The ImprovEAW-project, a collaborative effort involving seven Member States within the European Union (Belgium, Greece, Hungary, Ireland, the Netherlands, Poland, and Romania), delves into the complexities of European Arrest Warrant (EAW) proceedings. To provide a comprehensive understanding, Maastricht Law Series No. 23 includes country reports for Greece, the Netherlands, and Poland. Building upon an earlier project focused on In Absentia Judgments (Maastricht Law Series No. 12), ImprovEAW aims to address practical challenges associated with the EAW surrender procedure. This book explores a range of issues, including the content and status of the issuing authority, as well as variations in implementation across Member States. Furthermore, it offers an alternative approach to the European Commission's outdated Handbook on issuing and executing EAWs. The study concludes with a proposal to establish a dual-level protection procedure that comes into effect after the arrest of the requested individual in the executing Member State. To support practitioners in this field, a practical set of Common Practical Guidelines on issuing and executing EAWs is included as an annex to the research report.
