The Central and Eastern European (CESEE) countries face significant challenges in terms of infrastructure development when compared to the EU15. This lack of infrastructure is often identified as a hindrance to economic growth and convergence within the region. Consequently, investing in infrastructure has been a longstanding policy priority for CESEE countries.

In the context of the COVID-19 pandemic, infrastructure investment has gained increased importance as economies strive to support activity during the recovery phase once the virus is contained. Against this backdrop, this project aims to benchmark infrastructure in CESEE, assess the macro impact of higher infrastructure investment, and discuss policy issues to maximize such impact.

Firstly, we will benchmark infrastructure in CESEE against the EU15 across various infrastructure sectors and employ different methodologies. This will provide a comprehensive understanding of the region's infrastructure performance and identify areas for improvement.

Secondly, we will analyze the macroeconomic impact of boosting infrastructure investment using empirical estimates and model-based simulations. This will help us understand the potential benefits of increased infrastructure spending on economic growth, employment, and productivity.

Thirdly, we will conduct an in-depth analysis of policy issues that are crucial for maximizing the impact of infrastructure investment. These issues include enhancing public investment management, managing fiscal risks, and mobilizing private sector participation. By addressing these policy challenges, CESEE countries can unlock the full potential of infrastructure investment and promote sustainable economic growth.

In conclusion, the COVID-19 pandemic has highlighted the importance of infrastructure investment in CESEE.
