Despite the significant economic growth experienced by Sub-Saharan Africa over the past two decades, the region's levels of economic transformation, poverty reduction, and skill development remain significantly lower than in other parts of the world. To accelerate Sub-Saharan Africa's economic transformation into the 21st century, judicious investments in skill development must align with political goals of productivity growth, inclusion, and adaptability. The growing workforce in Sub-Saharan Africa presents a real opportunity to enhance collective prosperity. Countries in the region have made substantial investments in skill development, with public education expenditures increasing sevenfold over the past 30 years, and the number of school-age children has never been higher. However, the education systems in these countries have not yielded the expected results, impeding economic prospects. In half of the countries, fewer than two out of three children complete primary education, and even fewer attain higher education levels and obtain diplomas. The acquired skills remain limited, leading to deficiencies in fundamental cognitive skills such as reading, writing, and arithmetic, affecting children, youth, and adults alike. The adult literacy rate is below 50% in many countries, and the functional literacy rate among adults is even lower. A system reform is urgently needed to achieve meaningful progress.
