The Rainbow Council members were created to be superior to normal human beings and to keep the peace. However, with no wars to fight, their purpose seems to be limited to public relations. The strange psychic twins, No. 4, use their power to try to convince No. 5 to reverse his course, as he tries to stay one step ahead of his pursuers. Meanwhile, No. 1, the leader of the Council, reflects on a bloody incident from 15 years ago that bears on the present day.
The incident involved a group of scientists who were working on a top-secret project for the council. They had discovered a way to manipulate the weather and control the earth's climate, but their research had also attracted the attention of a powerful enemy. The enemy had sent a team of assassins to destroy the project and kill the scientists. No. 1 had been personally involved in the incident, and the memories of it still haunted him.
As he contemplates the present crisis, No. 1 realizes that the same forces that were behind the incident 15 years ago are still at work.
