In 1975, Shelton unveiled his first solo show, "Working Class Heroes," at the Sydney Film-makers Cooperative, establishing his distinct activist eye. It was during this time that he joined RAR in early 1977 upon his return to England from Australia. Shelton's decision to join RAR was motivated by his growing concern about the increasing racism in his birthplace. The political landscape was marked by the rise of the National Front, particularly its significant gain of 119,000 votes in the Greater London Council Elections of May 1977. Shelton, like millions of others, feared for the future of multi-cultural Britain.

In his role within RAR, Shelton contributed in various ways. He served on the London committee, collaborating with other RAR members to create graphic material such as the RAR publication "Temporary Hoarding," posters, badges, and, most notably, his photography. RAR did not have an official photographer, and Shelton's instinctive need to document RAR's events, contributors, and supporters led to the creation of the largest collection of images on the movement.

In addition to his documentation of RAR, Shelton also captured what he refers to as "the contextual images." These images depict the lives and landscapes that were often labeled as "different" or "other," often serving as the backdrop for racist acts of violence. Shelton's photographs shed light on the societal and cultural factors that perpetuated discrimination and hate, challenging the dominant narratives and promoting empathy and understanding.
