In 1934, the Roosevelt Administration sent hundreds of jobless World War I veterans to the Florida Keys to build a highway. A small, stealthy tropical storm crossed the Bahamas and exploded into one of the most powerful hurricanes on record, killing 260 veterans. Supervisors waited too long to call for an evacuation train, leaving 400 veterans unprotected in flimsy work camps.

In 1934, a significant number of unemployed World War I veterans were dispatched to the isolated Florida Keys to construct a highway from Miami to Key West. The Roosevelt Administration was genuinely committed to assisting these struggling veterans, many of whom were grappling with what is now recognized as post-traumatic stress disorder. However, their well-intentioned efforts took a tragic turn. The supervisors overseeing the veterans underestimated the potential danger posed by hurricanes in the low-lying Florida Keys.
In late August 1935, a small, stealthy tropical storm made its way across the Bahamas, causing minimal damage. However, when it entered the Straits of Florida, it transformed into one of the most devastating hurricanes ever recorded. Despite the efforts of US Weather Bureau forecasters to estimate its position, their calculations fell significantly short. The hurricane that struck the Upper Florida Keys on the evening of September 2, 1935, remains the most powerful to make landfall in the United States.
Supervisors delayed too long in initiating the evacuation of the veterans by train from Miami to ensure their safety. The train was tragically overwhelmed by the storm surge shortly after reaching Islamorada. Only the 160-ton locomotive remained upright on the tracks, leaving approximately 400 veterans unprotected in flimsy work camps. Tragically, around 260 of these veterans lost their lives.
This is their story, complemented with newly discovered photographs and accounts of some of the heroes who emerged during the Labor Day 1935 calamity. The memories of these individuals serve as a poignant reminder of the sacrifices made by those who served our country during times of crisis.
