Open government data (OGD) has developed rapidly in recent years, but researchers emphasize a lack of use instead of lack of disclosure as a key problem. This study compares the supply and demand sides of OGD and explores possible directions for the future development of OGD portals based on the discovered mismatches between the two. Four connected studies are explored, including an evaluation framework for understanding the development of the OGD supply-side, a survey to analyze the awareness and utilization of OGD portals by citizens, a comparison of the supply and demand sides based on Diffusion of Innovation theory, and a between-subjects experiment to test the proposed usability criteria for building an OGD portal.

Open government data (OGD) has experienced rapid growth in recent years due to the numerous benefits that can be gained through transparency and public access. However, researchers emphasize a lack of use rather than a lack of disclosure as a primary challenge in the current development of OGD. Previous studies have approached this issue from either the supply-side, focusing on data quantity and quality, or from the demand-side, focusing on factors that influence users' acceptance of OGD, but seldom consider both sides simultaneously. This unique study compares the supply and demand sides of OGD and explores potential directions for the future development of OGD portals based on the identified mismatches between the two.
The authors aim to enhance OGD utilization by balancing the supply-side and demand-side, catering to citizens' demands through OGD portals. Building upon the concept of an OGD ecosystem, four interconnected studies are conducted. The first study develops an evaluation framework to understand the development of the OGD supply-side. The second study conducts a survey to analyze citizens' awareness and utilization of OGD portals, who are the primary users and significant beneficiaries of OGD on the demand-side. A third study compares the supply and demand sides based on the Diffusion of Innovation theory. A final study tests the proposed usability criteria for building an OGD portal through a between-subjects experiment involving a virtual agent. Each case study examines a distinct aspect of OGD in China and provides insights into future directions for developing OGD.
By offering a unique and enhanced theoretical and practical understanding of OGD and its usage, as well as proposing directions for the future development of OGD portals, this research aims to encourage citizens to utilize OGD more effectively.
