This book argues that the design of institutions governing state-business relations is crucial for successful state intervention in economic activities. Its objective is to understand the nature of the institutions governing state-agribusiness relations in Georgia and their functional compatibility with institutions of strategic SBRs. By employing the New Institutional Economics (NIE) lens, the book analyzes the nature of SBRs in Georgia. A qualitative research strategy is employed to systematically collect, organize, and interpret data from 39 interviews, relevant regulations and laws, and reports from international organizations. Triangulation of data is used to address the research question.

The book identifies several key findings. Firstly, it emphasizes the importance of trust and cooperation between the state and businesses in fostering SBRs. Trust is built through shared values, norms, and expectations, and cooperation is facilitated by effective communication and coordination mechanisms. Secondly, the book highlights the role of governance structures in shaping SBRs.
