By the late 1960s, Douglas had become an active advocate for civil rights, particularly supporting Black students who faced discrimination in Montreal. In 1969, he played a pivotal role in leading a sit-in protest against racism, which unfortunately escalated into a police riot. As a result, he was labeled a protest ringleader and served an 18-month prison term.
Following his deportation from Canada in 1976, having been deemed a threat to national security, Douglas continued his political activism. He participated in various political movements around the world, seeking to build global solidarity. He became a prominent leader of the revolutionary group World Mathaba, based in Libya, and provided support to Nelson Mandela's African National Congress (ANC). Upon his return to Dominica, Douglas led the movement for the country's full political independence from Great Britain. He served as a senator in the post-independence government, an MP, party leader, and ultimately as the prime minister of Dominica.
