James Hemings, another slave who has fled, rejects attempts to persuade him to return and disappears. Receiving news of the end of the conflict with Tripoli, Jefferson states that it is "a small war in fact, but big in principle." He devotes much of his attention to relations with Spain, considering an alliance with Great Britain to force a resolution but ultimately negotiating with France for the purchase of Florida and settling disputes with Spain. He drafts bills to organize the militia by age and create a naval militia. Lewis and Clark's specimens arrive, and Jefferson calculates that the United States has recently acquired cessions of over 9 million acres of land from Native Americans. He meets with visiting Creek leaders and states that Patrick Henry was "the greatest orator that ever lived" but "avaricious & rotten hearted."
