- More about The Politics of Genocide: From the Genocide Convention to the Responsibility to Protect
The United States, Soviet Union/Russia, China, United Kingdom, and France have worked to ensure that they will not be implicated in the crime of genocide or held accountable for it. They have achieved practical impunity for genocide by situating genocide prevention in a system of territorial jurisdiction, excluding protection for political groups and acts constituting cultural genocide, controlling when genocide is named at the Security Council, and pointing the responsibility to protect in directions away from any of the P-5.

The United States, Soviet Union/Russia, China, United Kingdom, and France have made significant efforts to ensure that they will not be implicated in the crime of genocide, from the negotiations that led to the unanimous adoption of the United Nations Convention on the Prevention and Punishment of the Crime of Genocide on December 9, 1948, to the present day. They have taken measures to ensure that holding any of them accountable for genocide will be practically impossible if their efforts fail. These measures include:
1. Situating genocide prevention within a system of territorial jurisdiction.
2. Excluding protection for political groups and acts constituting cultural genocide from the Genocide Convention.
3. Controlling when genocide is meaningfully named at the Security Council.
4. Pointing the responsibility to protect in directions away from any of the P-5 permanent member nations.
As a result of these measures, the permanent member nations have achieved what can only be described as practical impunity for genocide. This is demonstrated in the book "The Politics of Genocide," which is the first to explicitly show how these nations have exploited the Genocide Convention to isolate themselves from the reach of the law, marking them as outlaw states.
