This book explores the role of territorial policies in local development in Europe's periphery, using a multiple-case research design in three case studies in Sardinia (Italy). It finds that the institutionalization of the governance system is an independent variable that can influence the quality of public policy, and suggests that territorial policy-making can be articulated based on the degree of institutionalization and the quality of territorial policies. It also identifies best practices for territorial governance to improve the chances of local development in Europe's periphery.

This book delves into the realm of territorial policies as powerful tools for driving local development in the European periphery. Through a comprehensive multiple-case research design, conducted in three representative case studies situated on the Mediterranean island of Sardinia (Italy), we empirically test the hypothesis that institutionalization of the governance system holds a significant role in influencing the quality of public policy, serving as the dependent variable. According to this hypothesis, there exists a linear and direct correlation between the upward progression of the degree of institutionalization of the governance system and the improvement in the quality of the policy, as well as a reciprocal relationship.
In our concluding remarks, we explore the descriptive and prescriptive implications of our empirical findings for the local development of peripheral areas. Regarding the descriptive implications, we elucidate how territorial policy-making can be structured, contingent upon the level of institutionalization of the governance system and the excellence of territorial policies. Regarding the prescriptive implications, we identify the most effective practices for territorial governance to enhance the prospects of local development in the European periphery.
By undertaking this research, we aim to contribute to the understanding of territorial policies as drivers of regional growth and development in Europe. Our findings offer valuable insights for policymakers, practitioners, and scholars interested in exploring innovative strategies for promoting sustainable and inclusive growth in the periphery.
