Human trafficking is a complex and multifaceted crime that faces challenges in both its definition and its implementation. One significant aspect of this crime is its transnational nature, requiring practitioners to operate across borders in order to combat it effectively. Europe has taken a distinctive approach to cross-border law enforcement and judicial cooperation, which could serve as a model for other regions of the world. This publication examines these issues from a Council of Europe and European Union perspective, including the United Kingdom, which has adopted a unique approach to legislating and operationalizing its trafficking in human beings (THB) legal frameworks.

The UK has also legislated for "slavery, servitude, forced and compulsory labor," resulting in distinct outcomes in internal UK law enforcement. The book argues that this approach and the results should inform THB legislative and operational developments more broadly. However, further action is clearly needed in legal and operational frameworks to address this issue effectively. The book advocates for the adoption of a human security "freedom from fear" approach, which recognizes the importance of protecting individuals from the risks and vulnerabilities associated with human trafficking.

Transnational practitioners must adopt a constructivist approach when dealing with the interaction of different legal frameworks and different jurisdictions. This approach was adopted for the development of the internal EU area of freedom, security, and justice and can also be applied to combatting human trafficking.
