Thousands of jobs have been created, homelessness has been eradicated, and there are numerous benefits for the citizens. Deliverables, a company that provides various services, including post delivery, package delivery, and meal delivery, has played a significant role in this transformation. They claim to have created thousands of jobs and wiped out homelessness. Deliverables are always aware of their customers' whereabouts and are willing to take on their lives.

In the eighth episode, "The Empty Hand" by Tim Foley, an innocent refugee is shot point-blank on the streets of Cardiff. This incident triggers an upsurge in violence and chaos in the city. Torchwood must navigate through the treacherous waters and find a way to bring peace back to Cardiff.
