Unfortunately, his noble endeavors were hindered by a myriad of obstacles. Corrupt officials, who held sway over the emperor's ear, posed a significant challenge to Sands' efforts. Additionally, the competition for influence between the Japanese and the Russians, as well as their attempts to replace Sands with their own advisers, added to the complexities of his mission. Ironically, Sands found himself at the mercy of Horace Allen, the very man who had initially appointed him to his position.

As the tides of political change swept over Korea, Sands' influence waned, and he ultimately lost the trust and confidence of Emperor Kojong. This pivotal moment marked the beginning of his downfall, as Japan began its aggressive pursuit of territorial expansion. With the outbreak of the Russo-Japanese War, Sands found himself forced out of Korea, unable to prevent Japan's encroachment and the subsequent loss of Korea's independence.
