The impact of connected and automated vehicles on European cities and the conditions under which this technology can contribute positively to urban development is the subject of this open-access publication. The authors present two theses that have received limited attention in the scientific discourse thus far. Firstly, connected and automated vehicles will not become fully established in all sub-areas of the city for an extended period. Consequently, previously assumed effects, ranging from traffic safety to traffic performance and spatial impacts, will require reevaluation.

To ensure a positive contribution of this technology to future mobility, transport and settlement policy regulations must be further developed. Established territorial, institutional, and organizational boundaries must be challenged promptly. Despite, or perhaps because of, the existing significant uncertainties, we are at the beginning of a phase of shaping the possible future in technology development, as well as in politics, urban planning, administration, and civil society.
