In the 1960s, the care of a quarter of a million people in old peoples homes, approved schools, and hostels for the handicapped required skill and knowledge. In the 1960s, the task of caring for a quarter of a million individuals, including men, women, and children, residing in old people's homes, approved schools, hostels for the handicapped, and other facilities, demanded exceptional skill and knowledge. The challenge of recruiting sufficient staff of the appropriate caliber was already significant, and it was expected to worsen due to the growing number of individuals requiring care and the competition from other employment opportunities.

To address these challenges, a committee of enquiry comprised of experts, many of whom had extensive experience in residential services, both statutory and voluntary, was convened. Their deliberations resulted in the publication of this Report in 1967. The Report meticulously analyzed the difficulties faced by those engaged in this demanding, fulfilling, and rewarding work.
