Originally published in 1968, the study described in this title began in a modest manner in late 1960. At that time, some Oxfordshire county councilors and children's department officials were acutely aware that the county's child care placement rate was significantly higher than the national average. This resulted in higher expenditures. However, the County's situation was not unique. Oxford City was in a similar position, but other neighboring areas did not appear to share the same concern. A small research project was initiated to investigate, and it quickly became apparent that a significant and complex problem needed to be addressed. The problem was characterized by striking, persistent, and perplexing variations in the proportion of children in care across different local authority children's departments in England and Wales. This warranted a more comprehensive investigation on a national scale, and this book presents the findings of that project.
