The research project revealed a large and complex problem of variations in the proportion of children in care in different local authority children's departments across England and Wales. Originally published in 1968, the study described in this title began in a modest manner in late 1960. At that time, some Oxfordshire county councilors and children's department officials were acutely aware that the county's child care placement rate was significantly higher than the national average. This resulted in higher expenditures. However, the County's situation was not unique. Oxford City was in a similar position, but other neighboring areas did not appear to share the same concern.
