After spending twenty years in a penal colony on Titan, former Judge Kyle Asher returns to Mega-City One. Working as a third-class sludge technician, he is determined to prove that he can still serve the city he swore an oath to. Judge Dredd, however, is not so sure of him and questions whether there is such a thing as a penitent man in a place like Mega-City One.

The SJS, the Judges' Internal Affairs division, is determined to run Asher out of town, and Dredd wants to know the reason why. Asher claims that he has been framed for a crime he did not commit and that the SJS is trying to cover up their own corruption. Dredd is skeptical, but he agrees to investigate the case.

During his investigation, Dredd encounters a number of obstacles, including a powerful criminal gang that is controlling the city's slums. He also discovers that the SJS has been conducting illegal operations and that they are willing to do anything to protect their own.

Asher and Dredd eventually team up to take down the criminal gang and expose the SJS's corruption. They face a number of dangerous challenges, including a final confrontation with the head of the SJS. In the end, Asher is proven innocent and the SJS is brought to justice.

Dredd is left wondering whether there is such a thing as a penitent man in a place like Mega-City One, but he is proud of Asher for proving that there is. He knows that there will always be people who are willing to fight for justice, even in the darkest of times.
