Sharing the Burden of Peace: Inter-Organizational Cooperation in Peace Operations

Most peace operations (60%) were deployed in conflicts where other international organizations were also active, and multiple simultaneous peace operations (MSPOs) increased from 10% to 60% of all peace operations. This book explores why international organizations deploy at the same time, in the same conflicts, and increasingly cooperate with each other to address these conflicts. It tests three rational-interest explanations (resources, complementarity, and conflict complexity) and three social-constructivist explanations (social learning, security cultures similarity, and personnel nationality similarity). The research design is a multi-method approach, using statistical analysis, interviews with EU officials, and case studies. The two stages for the initiation of inter-organizational cooperation are member-states' acquiescence and international organizations' cooperation.
