Togusa and Tsunagi are racing after a fleeing suspect when a van suddenly slams into the suspects car, killing the van driver instantly. Later, an autopsy yields a shocking revelation: the driver was killed not by the collision, but by a neurotoxin derived from the venom of the African black mamba. Section 9 needs answers, and Togusa and Tsunagi get sent off halfway across the world to the Sahel Special Economic Zone. What mysteries await them in the "oasis of the Sahara?"
The Sahel Special Economic Zone, located in the Sahara Desert, is a mysterious and dangerous place. Togusa and Tsunagi arrive at the zone, which is a heavily fortified area controlled by a powerful corporation known as the Sahara Group. The zone is a hub for illegal activities, including human trafficking, cybercrime, and drug smuggling. Togusa and Tsunagi are tasked with investigating a series of murders that have been taking place in the zone, and they soon discover that the murders are linked to a powerful cybernetic virus that is being used to control the minds of the victims. The virus is being developed by a group of scientists who are working for the Sahara Group, and they are using it to create a new breed of human-machine hybrids that are capable of incredible feats of strength and intelligence. Togusa and Tsunagi must navigate a complex web of political intrigue and corporate corruption as they try to uncover the truth behind the virus and bring the scientists responsible to justice. Along the way, they encounter a variety of characters, including a cybernetic assassin named Motoko Kusanagi, who is a former member of Section 9. Motoko is now working for the Sahara Group, but she is still loyal to Togusa and Tsunagi and is willing to help them in their quest to stop the virus. As Togusa and Tsunagi delve deeper into the mystery of the virus, they discover that it has the potential to change the world forever. The Sahara Group is using it to create an army of super-powered soldiers that can be used to control the world's governments and economies. Togusa and Tsunagi must stop the group before it is too late, and they must do so before the virus spreads beyond the Sahel Special Economic Zone.
In the end, Togusa and Tsunagi are able to stop the Sahara Group and destroy the virus. They are hailed as heroes by the people of the Sahel Special Economic Zone, and they are awarded medals of honor for their bravery and dedication.
