Umar ibn al-Khattab, the second Muslim caliph, once expressed his confusion regarding the treatment of Zoroastrians during the conquest of Arabia. Faced with a religion that was neither biblical nor polytheistic, he and other Muslims encountered challenges in formulating a consistent policy towards the adherents of Zoroastrianism.
